SECRET BALLOT IN PROGRESS. Sydney, May 27. Tho seamen's secret ballot has commenced, but numbers of men aro not voting. LOYALISTS AT WORK ON'THE AVHAKVKS. Melbourne, May 2". The loyalists have resumed work on the wharves under the protection of a strong force of mounted and foot police. There has been no demonstration by the strikers so far. Factory employees' unions have received a warning that unless the strike is settled a large number of factories will suspend operations.
