AN OFFER THAT WAS DEFUSED. London, May 13 (delayed). Mr. Allan Hughe's, an Australian shipowner, originated the idea of offering tho Cheiistow yards to the Shipbuilding Workers' Federation. He was tho moving spirit in tho original enterprise, before the Government took over/the uncompleted yards. Mr. Hughes proposes fo raise the bulk of the capilnl in London, giving Labour half the directorships of a new company, whi.;h will conduct the business for three years, to enable Labour to study the entire working and piospects. Labour could then buy out thp capitalists, or vice versa
