RAILWAY AND WIIARF CHARGES. Hy Telccraph—Press Association. Westport, May 12. The Westport Harbour Board interviewed the ..Minister of Mines in regard to the operations of sections IDS and 10D of the Finance Set, 1915, and tho regulations of the board thereon, under which the Government imposed 21 per cent additional charges on the Westport-.Moki-liinui railway and wharves lor war purposes, but left the board to pay all tho additional charges for material, maintenance, also wages, increases of salaries to its own niirbour staff (arising out of war conditions) out.of the ordinary revenue, with the result that the board was being financially, crippled. Up to March 3 last the Government had taken from this sourco over .046,0C0. Tho Westport "News," which has had a good deal to say on the question, con- >••>•.<!* that the Government's actioiu is illegal in that it cannot override the Act of 1884, by which tho board was given for specific purposes endowments, and these endowments aro given as securities tor money which from time to time llie board lias borrowed for harbour work construction.
