RULES FOR POLISH M.P.'S
The Polish Parliament's rules of business, as elaborated at present, aim at preventing lengthy speechos and debates. A Deputy cannot introduce a little'Bill of his own with which to drowee away , the ijousi!. Ho must obtain the support of fourteen other members before it can be placed on the agenda. Deputies must not read speeches. No Deputy is to speak more than twice on a Mill, while the Marshal (or Speaker) may limit his second speech to five minutes. Lest any orator should determine to crowd two speeches into ono of extreme length, iv speech which'lasts over an hour may be cut short by the Marshal.
If there ire more than ten speakers, then.the Marshal may order the others who vish to spenk to choose irom'aniong themselves one "Aye" and ono "No," who shall immediately conclude the debate.. If tho prospective speakers cannoi agree on tho choice, the Marshal may.name the pair. Deputies aro to rocoivo .£75 a inonth and free travel thronghout tho 'Stale by land or water,
