UNITED STATES TARIFF FOR DEFENCE
The United States Tariff Commission has submitted to President Wilson, as n result of its investigation of reciprocity and commercial, treaties, a report. in , which it recommends a policy for the United States which "should have for its object, on the one hand, the prevention of discrimination; and the securing of equality, of treatment for .American 1 commerce and. tor American citizens, and, on the other hand, the frank offer of th'e.eanie equality of treatment to all countries to reciprocate in the same spirit and to the sams' effect.": It is suggested (states the Bulletin •of the New York Guaranty Trust Company) that without disturbance of the general 'tariff policy of the country and without committing the country definitely with respect to tho nermanont commercial ar- ' rangeinents which mr.y result from the Peace Corjferenco, ft method of additional; duties'can bo effected to secure fair .reciprocal treatment from foreign countries. While Congress would have to provide for such .additional duties tho commission believes the actual imposition of them should be left to the discretion of the President. • ■
