WHITLEY COUNCILS IN STATE WORKS
A preliminary conference of representatives of trade unions having members diyoctly employed in Government industrial establishments ami officials of the Government Departments concerned was held at the Central Hall, Westminster, recently, lo discuss a draft scheme for the application of the AVhitley Report to industrial persons directly employed by tlie Government, which had been drawn up by an Inter-Departmeiitnl Committee, presided over by Mr. G. H. Roberts, 11.P., and approved by (lie War Cabinet. Tlio followins resolutions were adorned by tho conference:— (1) Thai this conference accepts the scheme as submitted by the .Ministry of Labour as a basis lor the formation of Whitley Councils in Clovermnelii Departments on tho Hues laid down, and hereby agrees to the appointment of a committee, consisting of representatives of trade unions, groups of trade unions-, and Government Departments represented at this conference, for the purpose of setl.ine up the machinery to put tho councils and committees into operation. (2) That this nicelinj; is in agreement with the proposals to set up joint industrial councils for Government Departments, and recommends that provision be i innde for referenco to arbitration bv a standing arbitration council, or other suitable body, in any cases in which (lit: Treasury or the employin Departments are not: prspnred to approve :t:ic! I'dopt a recommendation of a. joint council.
