MB, CHURCHILL ON THIS YEAR'S NEEDS. Au appeal was made by Mr. Churchill in a speech at tho Mansion House to employers to keep opon the places of men retained in tho Army of Occupation. Below is a summary of the main points ol his speech:— Wd are letting go three men out ot every four who were serving with the colours on November It last, and we nro paying tho fourth man double to finish up the job. Recruits, mostly volunteers for two or tlireo years' service, are joining at tho rate of moro than 1000 a day, and tho rate is rising. If that continues wo shall be able to relievo the Territorials who went to India at tho beginning of the war. The hiatus between the great compulsory armies which won the war and tjlo comparatively 6mall voluntary armies needed to guard the Empire in peaco must be bridged bv emergency measures. Woo to those, whether enemies abroad or bad citizens at home, who would rob us of the fruits of our victory. _ . Another reason why we must maintain a largo force in tho present year_is that we are going to take measures which will make it physically impossible- for Germany to begin a war of revenge, at any rate during our lifetime. We nro going to mako Germany pay what is rightful and possible in reparation of the damncp she has done. It is absolutely untrue to say that wo aro keeping large forces to fight in Russia. If Russia, is to bo saved she- must bo saved by Russians. Tho new States in tho East of Europo particularly Poland, must bo safeguarded. The future of Europe and tho wholo effectiveness of the League of Nations depend on a trustworthy Allied forco close to Germany.
