Sir,—l hope you «ill allow ine space in your columns to inako a protest iu regard to the "certificates" that are being issued by the Government at tho instigation of the Minister of Health, for. helpers in the "Niagara plague." The Minister must have a very poor opinion of the people of the Dominion if ho thinks,that they require a certificate for doing what was simply their duty to their neighbours. I feel sure that I am not alone iu saying that the issuing of these certificates is on a par with tho "Whitewashing" Commission, set up some* months ago, in .regard to tho "plaguo ship". Niagara. Why does not tho Minister resign and admit thnt he has been a rank failure as Minister of Health?
