The "Morning Post's" Constantinople correspondent says that an examination by the Grand Vizier, Prince Sj&l Halim Pasha, revealed the fact that Germany, Austria, and Turkey entered into an offensive and defensive alliance on .Tuly 10, 1914, and consummated the treaty on August 1. There is a belief that the Powers will bring the ex-Kaiser to trial and endeavour to seoure hi 6 exile from Europe. It is understood that the majority of the members of the Crimes Commission favour this course, although Mr. Lansing is opposed to tho trial on the ground that there is no power under the law. The Japanese, too, oro opposed to it, 'owing to their views on kingly sanctity.
