The.American headquarters denies that President Wilson lias i into any form of Franco-American Alliance, and says that the League of Nations remains the only American agreement supporting France in the event of attack. "President Wilson has not indicated whether America will accept the proffered mandates in Armenia and Constantinople. Britain and France do not wish each other to have the latter mandate, and Greece is considered too weak financially to undertake the responsibility. President Wilson wishes the United States to accept the mandate, but hesitates to take the action.—Aus.-N.Z. Cable Assn. M MAKER UNEXPECTED FRIEND IN BELGIUM.

London, April 16. Belgium has refused to demand the extradition of the ex-Kaiser. It declares that it is ready to punish General Mantebeufel for the sack of Lourain, von Gronor for the murder of Captain Fry-alt, and von Sandersweig (?) for the murder of Hiss Cavell, but it does not seek revenge, and thinks the ex-Kaiser willcnly bo punishable if a tribunal is established and made retroactive, which is legally unsound.—Aus.-N.Z.
