"Tho Municipal Corporations Act, l.Hi». , and the amendments thereof respectively and in pursuance of all other powers, if any, authorising the Board in that behalf. The object and purport ot which, nvo as follow :— PROVIDING' for the Licensing of Traction Engines, Motor AVagoiis, Motor Omnibuses, and' Delivery Vans, and the payment of a license fee therefor; tll'o rate of speed at which such Traction Engines and Motor wagons may travel; the conditions ■' upon which Traction Engines. Motor Wagons, Motor Omnibuses, and Delivery Vans may use the, Roads within the Town District, the method of their construction and the loads they may carry, and then' inspection; penalties for 'breaches of the By-Law.
