HUGE COST OF RESTORATION. • In a speech before the French Senate on February 14, M. Loucheur, Minister of Reconstruction,' gavo a depresiing forecast iu regard to the ro-establishiuout of the industries of Northern Fralice ■which have been ruined by the war. He sai<l that a clause had been insertel in the terms of the armistice uemniKling the restitution by tho Germans ol tlio liincliinery carried,off,by them, This was all very well, but it would take at least a vear to imt this clause into effect, and 40,000 truclts ivould be reqiured to transport the machinery from Germajy. As to the coal-mines, 101 mine shafts had been totally destroyed, and it was estimated that, with good luck, and hard work, one twenty-fifth of the normal production of coal misht be achieved by tlio end of tho year. It would take ten years to ,restore 'the mines to working order, and would cost .
