LORD SINHA'S NEW POST

IMAGINATION OF INDIA TOUCHED. A correspondent of ■ the Londoi? '"finies" writes:—The appointment of Lord Sinlia as Under-Secretary for India (.ill giro keen satisfaction iu India, not only on account of the signal honour done to a highly-distinguished Indian, but as offering a yuamitee of the determination of tho Prime Minister to carry through a comprehensive schcmo of constitutional reform. It will have a valuable effect in strengthening the moderate element, and in supporting the Muii-tak'u-Chelinsford proposals. It is interesting to recall that the famous memorandum to the Viceroy of India on PostWar Deforms by the nineteen elected members uf the Indian Legislature iu 191(1 suggested that the Secretary of Staid should bo assisted by two Permanent Under-Secretaries, one of whom should b-i an Indian; but the present appoint-" uient goes/far beyond anything proposed bv Indian reformers. Lord Sinlui lias had a •cmarkablo career in leading the way of the professional and lwlitieal advance of the country lie was the first Indian to enter the Viceroy's Exccutivo Council some ten years ago, and ho shared with the Maharaiah of Bikanir the honour of being Ihe first Indian appointed to the Cabinet and Conference in i 917. Last \r-ar he was the fiist Indian to be created a K.C., r.nd on New Year's Day ho was made a Privy Councillor, the only previous Indian to receive lliat distinction bsing Mr. Ameer Ali. He now has the great honour of being the first Indian to become a member of His Majesty's Government of the United Kingiloni. lndi.-n gratification at the appointment bar. been voiced by Mr. Bliupendranath Basil, member of the India Council, in a telegram sent to the lrimo Minister—"All India rejoices and thanks yon for Sinha's appointment. You have appealed to the magiiiation of India and done what the greatest MHiul Emperor Akbar did in the sixteenth century. 1 join my personal .thanks."
