Who took the poll, who voted, and what issues, were submitted-is left in doubt. Our latest American. files, up to date-March 2, make no mention of any proposal to tako a vote on the question in New York or elsewhere. As a matter of fact no poll coiildMiave any effect on tho decision already arrived at, for prohibition has already been ratified by over 40 out of tho 48 States—a much greater percentage of votesthan is required. The Constitution provides that ratification of tho amendment of 1017 'by three-fourths •of tho States, that is Mi, is sufficient to oarry- prohibition-for tho whole of America; and prohibition onco carried cannot bo repealed so long as 13 Stales desiro its continuance. This means that as many votes.aro .required' to repeal prohibition as aro required to carry it, viz., tho votes of 36 States. Tho New York poll now reported probably represents a form of pro-' 'test" against" tho action of the Legislature of New York State; but it can have no effect whatever on tho decision to make Amorica, "dry."]
