STATEMENT BY LORD MILNER

The "Sunday Express" publishes an interview ivith Lord Milner, in which he states: ''Tic Empire can never forget what it has endured in common. Its 6ense of real brotherhood has been strengthened, and will never be destroyed. We are free and equal members of one community, and will give preference in all things to. our own family. The principle of preference is much wider than tariffs. It affects emigration, shipping, cables, and finance. The Government and the Colonial Office believe in strengthening our own Dominions, our own friends, and ouir own trade, first."

Lord Milner added,that in the War Cabinet the Dominion Premiers had made their influence felt. "The mere chance of talking things over with them frankly had an incalculable influence on our world and foreign policy. The War Cabinet ought to be continued ill some other form. A Cabinet committee 6hould bo created to deal specially with Imperial issues and foreign policy for the Empire. It should include Dominion representatives permanently residing here and closely in touch with their own Dominions. When the Premiers were unable to 'be resident they should be represented by prominent members of their own Governments. Thus the Dominions would speak with authority. "Wo would like to have the Premiers always with us. That is impossible, but the oevouring of distance may yet bring outlying statesmen to us swiftly in moments uf crisis." ,He remarked incidentally that every nation in ■ tho Empire ought to settle its fiscal system cn its own merits, and then give preference to others— Aug.-N.Z.
