FORECAST AND SUMMARY AT 4 P.M. YESTERDAY. Present indications are for strong but decreasing southerly winds, changing to northerly shortly and then increasing, in and southward of Cook Strait. Weather fair to cloudy generally, but passing showers are likely alone the Eatt Coast. Barometer rising tendency, but falling soon in tho south. Rain fell divring Tuesday night in many parts, but improved though cold conditions have prevailed to-day.. Strong southerly windß have ruled, and atmospheric pressure has increased every WhelU D. C.
