The Hastings Borough CouncU has hit npon the idea of specially honouring General Sir Andrew Russell, and has sent for consideration of tho various local bodies a resolution suggesting that in appreciation of the. noble -work done by General .Sir Andrew Russell in assisting to. save the Empire, his name be forwarded'to the proper authorities, recommending his appointment.; ~ ~ The resolution was submitted to the Ka'rbri Borough Council at its meeting last evening, but the: council decided to take no action, considering it -to', be a constitutional question. .
