NEW PHASE IN LIBERALISM. London, March 21. The Manchester Liberal Federation has formulated its own political scheme, on advanced and progressive lines of thought, but disavows opposition to the Central organisation. It is believed in some quarters that this action marks (he beginning of a new phase in British Liberalism.
