PUBLIC NOTICES. A PROHIBITION QUESTIONABLE COMPENSATION TO LIQUOR TRADE Versus NATIONAL OWNERSHIP. CASE OF STATE PURCHASE AND CONTROL. QUESTION: How are tho assets of the Trade divided in the Licensing Act, 1918, for compensation purposes? Answer: They aro liivided under the following headings:— Clnas I.—The value of the land, buildings, plant, and general assets of tho Trade, without having the right to sell, manufacture, or import liquor attached to them. Class.2.—The added value thai would attach to the land, buildings, plant, and genera! assets of the Trade if continuance oi the liquor trade obtained, taking into account the fact that they have been specially provided or arranged in order 1.0 deal with liquor, but not taking into account anything for goodwill. Class 3.—Tho soodwill qf the various units of the Trade as going concerns under a slate of license. QUESTION: What takes place if Immediate Prohibition with Compensation to the Trade is carried? Answer: The items mentioned above under Classes 2 and 3 would cease to have any value, and for this loss of value the Trade would get compensation. This compensation is limited to ,£4,00f1,000. Tt mar be less than this, but cannot bo more. If the Courts of Compensation assess the let? to the' Trade under Classes 2 and 3 nt .£3,000,000, then the Trade will only set "if the losses nre assessed at . .£7,500,000, then compensation will he reduced to .£4,500,1)00 and every claim assessed will be reduced proportionately. The Trade retains the items mentioned under Class 1. QUESTION: What takes place if National Ownership-or, as it is called in the Act, State Purchase and Control—is carried? Answer: The State purchases and pays for all the items under all three Classes, but in this case THERE IS NO LIMIT TO T n F, AMOUNT to be paid under any of the headings. If ,;he item? under Classes 2 and 3 came to instead of .64,500,000, there would be no reduction in tho amount as m the case of Compensation. The whole sum would have to be paid. Tho items under Clnss I—including every ramshackle hotel—would have to be purchased and paid for in addition, and would probably amount to a large sum. It is not unlikely that the whole transaction might cost the State .£15,000,000. WHY PAY .£15,000,000 AND STILL CARRY THE BURDEN OF DRINK AND ITS EFFECTS, WHEN BY SPENDING .64,500,000 YOU GET RID OF THE WHOLE BUSINESS? THEREFORE, STRIKE OUT THE TOP LINE ON THURSDAY, APRIL 10.
