' In his annual report, tho engineer of. the Wellington Harbour Board (Mr. James Marchbanks) said: ."Owing to the continuance of tho war it has not been found possible to proceed with the construction of Pipitca Wharf and shed. As soon as material can be procured, this work should be put in hand, as no doubt there will ba a large amount of shipping sot free immediately after the var. It may be found advisable to proceed with the construction of To, Aro Wharf in timber, instead of concrete as designed. It will, I think, be possible to obtain turpentine pjks and hardwood from Australia before steel is available. If it be decided to go on with this wharf I would propose to use unsheathed turpentino piles, protecting them later 'with concrete, if found necessary. Tho proposed alteration to Jervois Quay breastwork cannot be proceeded .with until Pipitea Wharf is near completion. Should an agreement be come to with the Railway Department to proceed with the greater reclamation scheme at Thorndon, some berthage would bo obtained there in reasonable time. It is, 1 think, desirable that tho construction of that portion of . the Waterloo Quay breastwork at which the board's dredge."Whakarire lies, should be put in hand as soon as nos-iblo; it will eventually form ono oif the board's principal berths, and if constructed in reinforced concrete would, in the nieimlime. be an admirable berth for handling oil and other dangerous cargoes."
