RULING BY SIR FRANCIS BELL. , By Telegraph-Press Association. \ Dunedin, Jlarch 10. ' The. secretary of the 1 local branch, oi! the Seamen's Union has received tkei following, telegram from Sir. Young, the general secretary:—"After Sir. Skerrett and conferring with. Sir J Franoiß Bell regarding the licensing poll, the latter rules that seamen holding' electors' rights may vote before any collector of Customs in any port of New Zealand, from and including; March 20. up to and including the date of the pall.'
