United Press correspondent at Berlin states that in spito of the efforts of the Spartacusians to rovive the new revolution the Government of Germany appears to have the upper hand. The Government has barricaded parts of the city with barbed wire entanglements and has made ready to oppose the Spartacusians, whose plans for a general strike throughout the country appear to havo failed.
