A MINISTER'S EXPLANATION. The Minister of Public Works (Sir (Villiam Fraser) -was reported to have stated at Tauinnrunui last wek that he would not get all the men required for public works, and that it was not the business of liis Department to "bid against private employers" at a time of labour shortage.
