Frances, American Ambassador to Russia, has returned. He states that a reign of terror has been established. The Bolsheviki have carried out indescribable and incredible outrages. It will be impossible to restore peace in Europe until Bolshevism is suppressed. TO KIDNAP BOLSHEVIK GOVERNMENT SOCIAL REVOLUTIONARY PLOT. Amsterdam, February 24. In connection with the recent, arrest of Spiridonova, the Bolshevists assert that the Social Revolutionaries plotted to kidnap the entire Government during the session at the Kremlin. The Berlin correspondent of the 'Daily Express" reports that a high officer who escaped from Russia states that Bolshevik private soldiers are paid £6 per honr during the fighting, and officers ot Trotsky's private guard .£2500 a Russian money is being printed in Berlin and also a propaganda newspaper tor circulation in the army.
