London, Fobruarv 16. • The "Sunday Times" etates that a 'croup of banks in the city is subscribing the bulk of the capital for a projected Overseas Bank, which wall specialise in foreign business, notably tho granting ot extensive acceptance accommodation needed after international trade is resumed, and which will ultimately surpass normal dimensions.
