SCHEME FOR IMPROVEMENT OF PAY, FOOD, AND UPKEEP. London,.January 22. The "Daily Chronicle" announces that the Wna , Office is nrepnring a scheme for i the improvement of the pay, food, upkeep, and clothing of the regular army. The War Office, in a communique, points out that although a prompt settlement of these matters is possible, the newspaper statements only foster extravagant expectations among the troops.
