GOVERNMENT TROOPS SUPPRESSING THE CONSPIRACY. Madrid, January 21. A Monarchist rising .in favour of tlio restoration of ex-King Manoel has broken out in Oporto, Braga, and Vizeu. The Portuguese , Government sent important contingents to suppress the conspiracy, and is stated to have the situation; well in hand. The recognised leader of'the Monarchist Party does not support the movement. The Monarchist leader in Northern Portugal, Piave, Couceiro, has assumed the post of Premier, and' has appointed colleagues:. Manoel's -lord-in-waiting, ■ Viscount Asseca, told the "Daily Chronicle" that Manoel, -at the outbreak of the war, urged Portugal pot to make a moveriient in his favour for the' period of the war. ... The assassination of the President in December altered the situation,' and threatened the country with ch.ios.' Manoel placed himself at Portugal's disposal. If ihe country wished him to return he would do so, regardless of difficulties _ and dangers, but he was.in no. lnr.v privy to the present movement; _ Maji'oel had been treated with infinite kindness in England, but lie lived with the sole idea of returning to his throne."
