GOVERNMENT TROOPS SUPPRESSING THE CONSPIRACY. Madrid, January 21. A Monarchist rising .in favour of tlio restoration of ex-King Manoel has broken out in Oporto, Braga, and Vizeu. The Portuguese , Government sent important contingents to suppress the conspiracy, and is stated to have the situation; well in hand. The recognised leader of'the Monarchist Party does not support the movement. The Monarchist leader in Northern Portugal, Piave, Couceiro, has assumed the post of Premier, and' has appointed colleagues:.
