THREE FOREIGNERS ARRESTED AT DEAL. (Rec. January 22, 11.10 p.m.) I London, January 20.. Three foreigners found hiding on't a Norwegian ship from Rotterdam were arrested at Deal. One is believed to he a German or Austrian' officer. The others are Russians. AH were , unable to give a satisfactory account of them-selves.—Aus.-N.Z. Cable Assn.
