Public opinion, Chinese and foreign, is strongly in favour of the internationalisation .of tho railways'and settlements in China .as the only means oi securing equal opportunity for all. The Japanese have .secured a paramount position in commerce with China, and the saving of tho Chinese inhabitants in Manchuria and Shantung from foreign rule, under which they are likely to fall, is a matte.- regarded as of international interest.—Renter.
