THE LIQUOR REFERENDUM

OVERSEA SOLDIERS' VOTE. The president of the Returned Soldiers' Association (Mr. J. D. Harper), and the president of the Second Division League (Mr. J. Armstrong) waited unofficially on the Acting-Prime Minister (Sir .Fames Allen on Saturday, .and asked' that the Ciovernment should take steps to inform every New Zealand soldier abroad of the issues to be decided at the licensing referendum. . They made the following suggestions: — The soldiers should be provided with , the greatest facilities for voting, and every means used to ensure their franchise. Every soldier should have posted to him a voting paper and an explanatory leaflet. The'voting paper should be presented to tho electoral officer, together with military nay-book. Tho voting paper to be vnhd when endorsed' by the electoral officer and entry made in pay-book. In the event of a voting paper being lost, a fresh one should be issued and entry mado in the pay-book to that effect. Any soldier unable for any reason to apply at e polling-place ehould have the right of voting by applying to his 0.C., to whom would be delegated power to endorse voting-paper and make entry in tho pay-book, and forward the voting paper duly sealed to tho electoral officer. .

The 'presidents of the two bodies suggested that an explanatory leaflet should be handed to the soldiers, setting out the nature of the issues, and the effect of voles for or against.
