Berlin advices state that Herr- Erzberger is opening a War Prisoners' Commission to investigate the allegations of cruelty. December 5, 7.30 p.m.) Amsterdam, December i. The Russian Government has refused to admit one and a half million war prisoners from Germany, and 'aimed them back from the frontiers.
