He 1 recognised that the conditions of technical , education in AVelling- • toV had ' been unsatisfactory. A site had now been selected arid surveyed, and the"next, step w,is for 'the 'Education Board to produce-its plans for the approval of the . Department. Hb hoped the City Council would come forward with , a substantial sum in aid'of the proposed work.. ' .
