It is composed of members of the General Stuff of tlic old volunteer army, with" Sudonoff in pharge of.Foreign Affairs. 'It is formed with a view of reestablishing a united .<]lussia on federative principles, and keeping tho Bolsheviki out of the Ukraine. BREST-LITOVSK TREATY REPUDIATED DECLARATION BY BOLSHEVIK GOVERNMENT. Amsterdam, November 23. The Bolshevik Government of Russia, has declared the Urest-Litovsk Treaty null and void, and lias requested the German Government to conclude new peaco proposals for .all countries of Eastern and Central Europe on the basis of the Bolshevik principles. The Germane rejected the proposal, and stated • that the Brest-Litovsk Treaty must be. dealt with at tho General Peace Conference. BOLSHEVIK EXCESSES IN PETROGRAD

/ Amsterdam, November 23. 'The Bolshoviki have been guilty of terrible excesses in Petrograd. Within the last few days 500 ex-officers have been murdered. Arrested foreigners are being employed as street cleaners. Fourteen members of the Petrograd Soviet are in hourly fear of a countor-revolu-tion, and tho cruiser Aurora is anchored at the mouth of the Neva with steam up, ready to go to Copenhagen at the shortest notice. If the fourteen are denied a landing the voyage will be continued to Brazil.-Aus.-N.Z. Cable Assn. UNCIVILISED ELEMENTS IN COMPLETE CONTROL RUSSIA'S ONLY HOPE. (Rcc. The awful plight of Russia under Bolshevik rule was emphasised in the course of an interview with a distinguished Russian who has just escaped-from Petrograd. He 6ays that Russia is now in such a condition that no one element in her is sufficiently powerful to work her regeneration. She must have help, from outside. The uncivilised elements are in complete control. The soldiers who beat back the Germans with sticks are now in the Red Guards because there alone can they find money and food. Officers join the Bolshevik" army- because they have to choose between that and being shot.—Renter.
