The report, which is a bulky volume, and consists of ISO foolscap pages, in addition lo : an elaborate appendix, eontains an amazing .story of and conspiracy,' lairgely fostered and 'financed by Germans,' with a viof of.causing an uprising in India and' turning the country inlo.ripe fniif for tlu'tr.own purposes. Tho committee makes elaborate, recommendations',for special legislation, both of an emergency and rf'a permanent character. These recommendations, together witli the report, have' made a prol'o.tMid impression.
