STATEMENT OF PROCEDURE

London, November 12. In the House of Commons, l)r. A<ldison (Minister for Reconstruction) announced that pivotnl men in industries would be brought back at tho earliest moment, 1 and then men with places awaiting them. Tho armies at Home and abroad would be demobilised in' equal numbers daily. Ho believed that _ tho process would be carried out rapidly. The Government had mado provision fof such unemployment as might occur. Exservice'men would be entitled to unemployment benefits for a'total of 2B weeks.. The Washington 'correspondent of Hie New York "Times" Eays- that the Belgian Legation has made a statement that Belgium is no longer willing to sul>mit to tho status of "guaranteed neutrality" like that existing before the war. Coinplote freedom would relieve Belgium of foreign control and enable her to niako arrangements for her owin defence. Belgium mnst bo Allowed freedom to deierniine her own destiny, and must bo free to adopt of her own volition a policy which will keep her out of great international competitions and permit her to take necessmy measures to defeat hostile designs against, her in the event of a new danger threatening.— Aus.-N.Z.
