PRESIDENT WILSON'S FOURTEEN POINTS
The ''fourteen points" laid down by President Wilson in January, 1018, are:— (I) Peace compact: to be openly arrived at; diplomacy shall proceed publicly. (!i) Freedom of navigation, outside territorial waters, alike in pcace or war, except when neuesrary. ' (3) The removal, as far as possible, of all economic harriers. (■3) Guarantees to be'given that armaments will be rakiml to the lowest paint. (o) An impartial adjustment of all colonial claims, bearing in mind that the interests of the populations concerned must hove equal weight with th" demands of the claimant Government. (G) The evacuation of all Russian territory. 1 (7) Beb.riuir must be evacuated and restored. (8) All French -territory should be freed and the invaded portions restored, antl the wrong done *o France in the natter of AlsaceLorraine righted. (!.') A readjustment of frontiers ff Italy along lines of nationality. (10) Opportunity for autonomous development for the people of Aus-tria-Hungary. (II) restoration of Rumania., Scrlra, and Jhmtenrero, and the relations of the Balkan States-to be determined by .friendly council.
(12) The Dardanelles should bo perntiinoiitly o])(!ticc!, under international fcua rjintces; nationalities under Turkish rule should lie given opportunity for autonomous development. (.13) An independent Polish be created. (M) An association of nations must be formed to afford guarantees of political independence and territorial integrity to great and small Slates alike.
