APPALLING BLOODSHED IN RUSSIA London, November 1. Lord Eobert Cecil, Under-Secretary of State for Foreign Affairs,- speaking in, the House of Commons, stated that bloodshed in Russia was far greater than anything during the Imperial regime. The New York "Times" Tokio correspondent reports that General Knox, head of the British Military Mission to Siberia, has arrived at Omsk, and has been given a most hearty welcome by the officials of the new Siberian Government.
