The offioial text of the German Teply to President Wilson has been received. It is described by the "Times" as a crooked answer. The Note denies that the Germans have committed the atrocities on land and 6ea that have been charged io them, and ask for neutral commissions to inquire into the facts. It olaims that Germany has been democratised under a "universal, secret, and direct franchise," and that the new Government Is directly responsible to the people through their representatives in the Eeiohstag; the Chancellor's powers have been modified. The German Government evidently has achieved these profound constitutional ohanges without the ormality of a general election, an important omission in ihe process of democratisation. On the Western batWronts the enem/s resistance is reported to be stiffening. We have made further progress in Flanders and in the Selle area, but the Americans have sustained attacks of sufficient violence and weight to force a withdrawal at one point. A gallant counter-attack resulted in the recovery of part of the lost Ground. v
