Auokland, October 18. , In his charge to tho Diocesan Synod opened to-day Bishop Averill said that as the Government was not prepared tos modify the Education Act the only alternative was the establishment .of church schools wherever possible.' H would lie necessary to establish a diocesan fund to supplement the school fees and secure fulfy-qualified teachers jn order to maintain n standard of secular teaching equal to the State schools.
