A MINISTER IN LONDON
HE. MASSEY WILL MAKE STATEMENT. It has been generally un3erstood that as an outcome of the recent Imperial Conference the Dominions would proceed to appoint resident Ministers in London. Theses Ministers ~ would have a wider sphere than belongs to the present High Commissioners. They would constitute, with the representatives of the Imperial Government, a standing Council' of Empire, and thoy would be able to speak officially for the Dominion Governments.
When this matter was mentioned to the Prime Minister yesterday he said that an explanation would be made to Parliament in due course. He suggested at the same time that it would not tie wise to attach over much importance to rumours of possible ap« pointments to the new position. '
