A JUNKER MILLIONAIRE'S VIEWS PEACE OFFER PBEMATUEE. Amsterdam, October 9. A millionaire manufacturer, Herr R&thevan, in a letter to the "Vc-s----sisehe Zeitung," declares that the peace offer is premature, and advocates panic measures, including the appointment of an Emergency Committee for National Defence, with plenipotentiary powers; the stopping of soldiers' Ipave, the combing out of elderly volunteers, the sending to the front of all garrison and interior troops, and the stripping of. Russia, thus doubling Germany's West front forces.—Aus.-N.Z. Cable Assn.

VANDAL BLACKMAIL THE BURNING OF EVACUATED TOWNS. : London, October 9. Advices from Germany state that the country is intensely excited, and seething with wild stories, including one that the Kaiser intends to abdicate. German officers state that the High Command intends to utterly destroy Northern France jf compelled to further retreat in the hopes of delaying the Allies' advance. "The Times," in supporting the views of many correspondents, says: "The non-military policy of destruction is part, of tho peace propaganda, meaning: 'Give me the advantages of a truce or I will burn and destroy everything in retreat.' This species of blackmail is both cruel and mean, and impossible to prevent unless we are able to achieve some comprehensive Sedan. General threats of reprisal are useless; special punishments must bo devised, understandable by the coarsest mind. We must have an eye for an eye, a tooth for a tooth, a town for a town. If Bruges is destroyed, Hamburg must pay; if Lille, then Frankfurt."-"Tho Times." BELGIUM'S PROTEST. (Rec. October 10, 7.15 p.m.) Havre, October 9. The Belgian Government has issued an emphatic protest against the enemy's systematic pillage, destruction, deportations, forced labour, and other German excesses during the withdrawals from Belgium,—Aus.-N.Z, Cable Assn.
