FORECAST AND SUMMARY AT 4 P.M. YESTERDAY. Present indications are for strong southeasterly winds generally, changeable and showery conditions, especially in the northern and East Ooast districts. The barometer has a rising tendency. Stron,i northerly winds cave place to southerlies during; Wednesday night, and rain has fallen in most partß of the country.
