The reception of the enemy's latest peace offer by the Allied Press and public "presents a remarkable unity of mind on the question of the treatment to be accorded to the arch-intriguers of Europe. With one exception—the London "Daily News"—every newspaper quoted in the cablegrams is emphatic in its demand for an unconditional surrender. The debate in the United States Senate affords a glimpse of the political mind of America on the subject. Ag. one speaker put it, let the German apply to Marshal Foch.. "The same treatment as Bulgaria received," is another.. frequently-mentioned comment. The panic in Germany is spreading. On the Berlin Bourse stockholders have had disastrous experiences. There were heavy losses. The news from tho Western front indicates a comparative hill in the major operations, military activity being confined to local aotions, trench, and air raids. The French have had some stiff fighting in Champagne. The British representative at Moscow, with several British and French subjects, have reached the Finnish border after a trying time.
