IMPORTANT HIGH COURT JUDGMENT. • Melbourne, September 28. A remarkable High Court judgment, has been given affecting Mr. Justice Higgins's awards to the Waterside Workers' Federation against a Sydney firm for an alleged breach of award. The High Court found that the constitution of the Court of Conciliation and Arbitration was not boyond the powers of Parliament regarding its arbitral provisions, but was beyond those powers regarding the enforcing of the provisions. The award was not invalid owing to the appointment of tlio president for seven years; but the award was not enforceable by the Court of Conciliation and Arbitration. —Press Assn.
