THE PACIFIST PRESS OPINIONS IN LONDON AND NEW YORK, London, September 16. The "Daily News" says:—"Responsible and sober-minded men. should face squarely the Austrian proposals. The most convinced enemy of secret diplomacy must be constrained to admit that peace will never be achieved through interchanges launched across continents from public platforms. There is no solid ground l on which statesmen sincerely zealous for peace can justly reject the Austrian proposals. 1 The Allies have, everything to gain and nothing to lose by discussion."—Aus.-N.Z. Cable Assn. "THE PRACTICE AND CUSTOM! OF NATIONS." New York, September 16. The New York "Times," commenting on the Austrian peace offer, says:- 1 "The offer comes in a form which the Allies may honourably accept, in the confident belief that it will lead to the end off the war. Tho practice and custom of nations demand tliat this invitation should be received with the most serious respect and attention by the Governments addressed."—Aus.Cable Assn. ,< RECEPTION IN FRANCE (Reo. September 17, 7.25 p.m.) ;"*, Parte,. September 16.. Tlie Austrian peace proposals are regarded as the outcomo of the Allies' successes. It is the general opinion in Franco that Britain and America' will refuse tho offer, but there is some speculation whether the Allies will seize the occasion to address the peoples of tho four hostile countries direct rather than through their rulers. "Lb Journal" says:—-"The offer is a confession of weakness." "L'Homme Libre" says :—Our victorious forces are driving out the invaders. AVo shall not allow'them to lay down their arms." The "Petit Journal" sayß:—"Austria, is now testing the ground. If tho teat fails, Germany will disavow all connection therewith." They consider that the Austrian Note will merely strengthen the pacifists among the Central Powers. They anticipate that the Entonto Powers will reject them, which will bo a further proof tliat .the enemy is responsible for the prolongation of the war.—Aus.-N.Z. Cable Assn. Tim "North German Gazetto" states that the German Government will readih,', gladly, without delay, participate in the discussions suggested by Austria-Hungary.—Router.
