Mr. Arnold White says of the Boy Scout movement: "It is not too early to recognise the value of the Scout movement in improving national manners through the lads of town and country. In my, village the boys always seemed to be civil, pleasant fellows; but those who join the Scouts are gentlemen. Scout law deolares that a Scout's duty is to bo useful and help others; that he must try his best to do a good turn to somebody every- day. A Scout is to be a friend to all and a brother to every other Scout; no matter to what social class the othor belongs. A Scout is to he courteous, polite to all, especially to women and children, old people, invalids, and cripples. _He must not take any reward for being helpful or courteous. A. Scout is a friend to animals, and'"should save them as far as possible from pain. I wonder what the officials of tho Education Department think of Lieuteriant-Genoral Baden-Powell's realising thus tardily the ideal which it has neglected for" foirty years. . . .
