In tho Magistrate's Court recently, a defendant was charged under a borough by-law with driving a vehiclo in the streets of . New Plymouth between 6unset and sunrise without proper lights. Tho Magistrate stated thai the by-law was invalid, and could not override the statutory law of 1915, which allowed half an hour's grace for lighting up. The Borough Council appealed, and tho Chief Justico upheld the appeal, ruling that tho'by-law was reasonable and valid. <
