Tho position had become acute, niul serious injury to the cause of education iu the larger schools and tho probable closing of some, oli the smaller schools was inevitable if the drain ot certificated and experienced _ teachers continued. In granting conditional exemption, the chairman said the matter of appealing should not bo left to education boards. The Government should ho approached with a view to arriving at a definite policy, as in the case ot ininers and farmers.
