Now York, /iiigust 23. Only four thousand Liberty motors j so far havo been delivered to the AlI lies. The motors aro too heavy and I powerful for the light fighting 'planes, I and imperfect in some degree still. Not a single American battleplane or heavy bombing 'plane is yet on the American front. Up to August 1 only Do Havilland's motors, numbering six hundred, had been sent to France. Tho expenditure of millions of dollars has beon without result. Tho Senate Committee investigating the production of aircraft scathingly denounces tho incompetency, mismanagement, and delays shown during tho first year of America's participation in tho war,, and recommends a separate department ojf aviation on tho British model. Millions of dollars were vrstcd in experimenting with aircraft v/hen good Allied models were available. Inexperienced automobile manufacturers wore allowed to dominate tho aircraft programme, and many ' defective machines were sent to General Pershing.
