In a leading article tho London "Times" of August 1 saye:—"Despite tho Government's complacency, the British shipping position is grim and threatening. The American yards are doing far, better than ours, which arc Btil! being beaten in the submarine contest. Cargo will bo received at the Ferry Wharf on Mondays, Wednesdays, and Fridays, from 9 a.m. to 4 p.m., and on Tuesdays and Thursdays, from 1 p.m. to 4 p.m. No cargo will bo received on Saturdays.
